Also while fiddling around I found a way to enable this feature just for a single site. Shield icon in the address bar -> protection settings -> scroll to "Manage exceptions" and there you can add temporal or permanent exceptions.

There's a "Manage Exceptions" under "Cookies and site Data", but that doesn't seem to work for me.
I also have noscript running on Tor. Perhaps there's another script to allow that it's not detecting.

There's a flag to enable this feature in private mode (dom.indexedDB.privateBrowsing.enabled=true in about:flags) but I wouldn't recommend you to set it if you want to keep the same level of privacy.
OTOH, I just tested chat.phuks.co and it works well on private mode
