Perhaps Russia is having some trouble separating their wargame scenarios from reality? I seem to remember the US had its entire arsenal of ICBMs within a button-push of launching a few times during the late 70's, all because someone loaded a training scenario tape.
Just saying, it seems weird for easily debunked lies to come directly from their military. I'd expect fake news to be a little more covert.
