I propose legislation to restrict the introduction of any legislation pertaining to science, health, and technology be permitted only by congressional members who hold at the very minimum a BS or BSE in the field to which their legislation pertains.

This will become a major national issue. We'll see more morning commuting accidents, risk more children's live walking to school in the dark, and cause immense physical and mental health issues in people whose daily lives are clock driven (fixed-schedules).

The idea behind DST became moot with the advent of the shopping mall and 24-hour television. There are no energy savings to be achieved by this foolishness.

Please read the articles where the discuss the disruptions to circadian rhythms.

I'm not sure what you're getting at. This proposal would eliminate that particular problem, because we'd leave the clocks where they are currently at and never switch them again. It'd be way better to turn DST off and never turn it on again, but leaving it turned on and never turning it off is almost as good. The current system of switching DST on and off once a year is by far the most disruptive. Allegedly heart attacks and strokes go up something like 40% the day after the clocks spring forward; lets not do that anymore.
