I propose legislation to restrict the introduction of any legislation pertaining to science, health, and technology be permitted only by congressional members who hold at the very minimum a BS or BSE in the field to which their legislation pertains. The idea behind DST became moot with the advent of the shopping mall and 24-hour television. There are no energy savings to be achieved by this foolishness.
