AC is a huge power draw, and the hottest part of the day is from roughly 3pm to 9pm. Meanwhile an ever-increasing proportion of our power grid is supplied by solar...which has peak output at around noon and gradually fades out ahead of peak power usage.
Fundamentally, California is anti-human. If you want to build infrastructure... well you can't, because it would hurt the environment.
