One of the worst things about slow, gradual declines like this is that given enough years people forget that there ever was anything different and begin to accept the current mediocrity and degeneracy as simply "how things are".

That would take many decades. The public school system in barely viable. There are many good teachers, but unfortunately, there are too many poor teachers and obsolete curricula protected either by tenure or social position/race/gender/SJWPower to make any fast changes.
It took a long time for schools to become this bad and will take even longer to rectify.
