I don't agree that there is any such thing as a "capitalist" government.

Government is, practically by definition, anti-captalist. Those functions of society that the population has decided are better off socialized. Military, Police, public works, etc. Everything the government touches is made less capitalist by that interaction. The only question is how many places has government poked capitalism in the eye, and how hard. Too many, too hard? Soviet Union. Too little? Cyberpunk. Everywhere it can, with a lighter touch than the Soviets? China. The so-called "capitalist" nations have simply stuck not meddled quite as widely or as firmly. So far.
