I have a feeling this will be an ongoing theme with the Trump presidency. He'll keep going beyond what he knows he can't get away with, the courts will tell him "you can't do this, but you can do this", and he'll modify and do what he can. It's a negotiating tactic. Whatever measures come after this won't seem so bad.
Right now he's got everyone focusing on the permanent residents from those countries, but they'll probably get to stay and the larger point will just slide under the radar.
