That sounds a little high actually. I've spent 15+ years in the tech industry ranging from small 20-person companies, medium-sized 100+ person companies and even 10,000+ person companies and there are consistently next to no black, hispanic or female engineers or programmers. When you start looking in art, production and QA you start seeing a much much larger chunk of those demographics.
There aren't a lack of "diverse" engineers because of racism and sexism. There's a lack of them because not only are the number of qualified candidates in those demographics relatively low, but the number of interested candidates seeking employment is almost non-existent. Trust me, my current company has tried setting diversity quotas where 50% of all entry-level and internship positions are supposed to go to women and underrepresented minorities (ie - non white, asian or indian males and fewer asian females). If you fit the demographic and just show up to the interview, you are almost guaranteed a job. From their 50% target they set 3 or 4 years ago, they had a milestone where they finally reached close to 10% on the engineering side.
Unfortunately, due to the lack of candidates (viable or not) who fit the diversity quota, they give almost 100% of less-skilled tech jobs to diversity applicants (think QA engineers, automation engineers, dev ops engineers, etc). The quality level of those departments has absolutely tanked.
So yeah, sorry Ellen. The industry demographics don't match your fantasy land.
