It's AT level 15, but we manually add people in batches (last batch was everybody at level 21 in like july last year)

It'll be automatically available to everybody at level 5 or 7 once we finish it and make sure it's stable. I still want to add albums and we've barely tested the video uploading

Thanks, though I knew that. 906 points was to get me to Level 15, 1216 was to get me to Level 16 (aka Above Level 15.)

Only people at level 15 or above are eligible now, and we manually authorize people to use the uploader... Last year we added everybody over level 21
