It's arguably been internal thus far in eastern Ukraine. There's plenty of arguments that the anti-government fighters are pro-Russian and being backed by Russia, but I don't have a strong enough knowledge to have much of an opinion on that.
Now, though, Russia has made that step big enough (as if the Crimea situation wasn't) to justify a proper retaliation by Ukraine. Thing is, if Ukraine full out declares war on Russia then Russia will have no reason to stop when they hit Ukraine's western border and fully annex Ukraine. That's my opinion on that matter.
