Capital Janeway in Star Trek Voyager. I like the series, seen it a few times, but Janeway annoys the shit out of me some episodes. Yes it's a science vessel and it makes sense to have a nerd captain, but Picard was a science nerd and never have me issue. Jameway constantly gets involved in engineering and coms projects, to the point where she seems far more qualified to be a yellow shirt instead of a red shirt in many episodes.

but Yeah, I've had that thought a few times. She micromanages a bunch of stuff and I think she would have made a much better #1.

That's a good point. I would like Voyager better if the real captain died, then she took over as #1 and made the macqui Chakote her following #1. It would make more sense.

She never bothered me as much as Chipotle, sure I never liked her much be he was worse.

Chipotle wasn't a bad character, just a really forced character. I mean..."Chipotle gets captured because he's practicing his spices in peace on a shuttle"...how many times can you do that? He was Janeway's strongman in several other episodes.
