I read an EU official's comment that even if sites are current offline in the EU they could still be found out of compliance as those companies have previously collected and are storing EU user data.

Seems like a huge over reach if true.

Granted, but that sounds like it's bordering on an ex post facto law, which the US is theoretically incapable of passing.
