You're mistaken if you think Europe is safe.
Netherlands has additional protections that the rest of Europe does not. Most of Europe has very little regulation other than a very broadly worded and easily sidestepped pseudo-regulation.
It goes something like this (paraphrasing) :
The interwebz carriers will remain neutral, except when they don't feel like it.
So far the market has mostly not abused it, but that won't last. What happens in the US will have an effect on Europe also.
I'm also surprised the vote is close. I thought the establishment would have rigged it better than that.
I'm not optimistic about the long term. Even if we don't lose this time, they won't stop trying.

I can't believe this is so going to be a close call, this isn't even an issue in the EU.
