I think to keep it easy it'd just be any sub that does not currently break their rules. Obviously there is fringe stuff that you could say is against rules that hasn't been banned yet, but that should be fine too, as long as it isn't /r/jailbait72 or something.

First thing i think of is the feral cat population problem in Australia. In 'Merica, cats are cute pets. Over there, they are decimating ground nesting bird populations. People often celebrate killing them.
