At one point in the 1990s, a staggering 1% of the population was addicted to heroin.

It's striking that the article opens with this line, but at no point mentions what the current rate of heroin addiction is. The implication is that the rate is now less.. but it makes you wonder.

I recall seeing a figure a couple of years ago, apparently rates of addiction have been halved. Whatever the figure is, it is nowhere near what it was, there's no way the fatality statistics can be so low with 1% of the population using heroin.

I believe they have a very good rehabilitation system set up over there, similar to NL.

I tend to believe you, just see it as a glaring hole in the article.

It would be a lot more convincing if they mentioned addiction and usage trends, and the relative magnitude of expenditure on drug policy.
