The real issue Twitch has now is a structural one. There are Amazon and Twitch higher ups that reportedly to not communicate well with each other or share the same attitude when it comes to running the site. This kind of showed a little bit with the site redesign for no apparent reason that changed basically nothing/didn't improve anything. Which other gigantic site can you think of that's currently having a redesign that probably stems from a lack of management?
On the TOS front, I think the recent changes are a positive thing, the only real exception being the part about streamers being responsible for their chat. In practice though, I hope this actually improves content. A lot of the more popular streamers are only popular because they create drama for the sake of attention. It's supposed to be a site to stream games, if you want to do the IRL shit then that's fine, just don't make the content lazy and low level.
I do not see people moving from Twitch ever, if they keep their current financial model. There are YouTube content creators that just packed up shop and moved to Twitch over the past couple of years when they realised how much better the site is in terms of actually getting paid.
