I have not seen any accounts banned that didn't break the TOS. I have not seen any general ideology targeted for downvotes or harassment. There are people on both the right and left (and many combinations) that are welcome and upvoted.
For the most part, when there are downvotes it is toward malicious posts, or spam.

It's hard to know what you're really thinking when you're playing to the crowd. Not everyone plays this like a game. I'm not trying to score points or prove anything. For some, the communication itself is the goal.
Go tally up yesterdays posts, note how after streetshittingape posted the posts went way up especially from phukit. Go look at say friday when there was no drama to bury. Streetape wasnt me btw, thats one of the normal users here. Anyways im sure new tactics will arise and we will cross those bridges. Im sure you will look at thia objectivly ;). Regardless the amusement has faded from this interaction.
I feel the answer to that is self-evident. The way it sometimes get used is intentional manipulation that was not intended by design.
