Naturally it would be crazy to suggest they didn't consider it, but Brexit seems like a reason to stay in Britain more than anything. According to a Tory MP, Honda is closing all their factories in Europe in the next 2 years. Possibly because of the new EU/Japan free trade agreement making it unnecessary.

Except Britain will no longer be in the EU.

Exactly. Honda thinks it is better for them to build in Japan and export to the European market. The UK won't be a part of that market, so in theory can unilaterally make local factories a better option by disincentivizing Japanese imports. (not that they are doing that, so far)
