I warned last time they rattled their saber at him that he would call their bluff.
Told them.
Zuckerberg will make the UK bend the knee before any discussions can begin. It will be on his terms, and will exonerate him, or it won't happen.
Everyone knows this except the UK government. But they're learning.
They need him more than he needs them. They may be a pain to circumnavigate, but it can be done. UK has no avenue but empty threats or begging.
