There is no substance to this article. None at all.
The quote seems accurate, but is not backed up by anything. It's just some guy, in a high position, talking shit.
No evidence, no actual reason to make the statements that he did.
Unless misdirection and confusing the facts was his goal.
I think the Russians firgured him out though:
