She didn't have a large amount, but it was a significant quantity. It was a 'supply' for one person.

In my book 60lbs is a lot. For a commercial crop it's not huge, but it's still a lot more than I, theoretically might, have growing in my closet.

I have a hard time being sympathetic to westerners who want to 'play' in dangerous locations. Especially when they are so irresponsible.
Bringing a significant amount of opiates into a country like that is insane. It never occurred to her to check if the highly addictive opiate was banned? The west does not accept the 'ignorance of the law' excuse, why would we expect Egypt to?
It sucks for her, but she did it to herself. There is no excuse for her not knowing, and there is no excuse for westerners to put themselves into a position like that. When you travel in savage lands, you are subject to savage laws. She may not deserve it, but she asked for it.
