Believe it or not, I learned about immigration and the unenforced quota system in middle school. The US isn't the only developed country that had quotas in place to slow population growth from external sources.

LOL, you're all focusing on the wrong issue. It isn't white/black at issue. It's: How many homeless and migrants can Oakland absorb before admitting their idea was ill-conceived?
Seriously. Oakland says, "come to me and I'll give you $500 a month just for playing!" That is over and above any other benefits such new residents can scam from the system.
