Technically it's "expired", but really they're just postponing the extension of it (The House of Reps has been postponing a vote on it since March). In my opinion this is a power play to ensure extension after President Trump threatened to veto the bill (a lack of extension during a national crisis provides plausible deniability to continue operating under its protections but a straight up veto is confirmation that it's kaput.) Come March I'm sure the extension will get pushed through.
