Philadelphia, 13 to 25 year olds; they are leaving out another important part of the demographic that makes this necessary. We've all seen the stories and videos that have been coming out of Philly, Chicago, and Baltimore. Good for Philly trying to do something about it.

As far as trying to do something about it, I don't think this counts. Trying to repel youths like mosquitoes and possibly damaging small children in the process:
