Between watching the video and reading this detail:

An autopsy would later show that McDonald, who was carrying a three-inch bladed knife, had the drug PCP in his system.

It makes it hard to determine that actual level of danger.

It does look like they probably could have tried tazing him first, which also may have caused death (shock to his system with an already PCP elevated heart rate)

Either way 16 shots, I mean being in Chicago you'd think the cops would know how to shoot a gun.

I think the video makes it hard to imagine how there was much danger at all. He looked to be gaily skipping along the road past the cops, giving them a pretty respectful berth.

Well, they shot him 16 times, who knows how many shots they missed. They should have tried tazing him, if that had killed him, at least one of them probably wouldn't have been found guilty of murder.

PCP is really the wild card in my opinion, when people are on PCP they get pretty erratic, normally I would say he posed no danger but you never know what someone will do on PCP:
