and how many were those $500 sneakers (or whatever they cost) vs the $20 low end shoes

No idea. Although I'm sure you could find out if you dug deep enough. With it being a public agency and all.

It does beg the question, does a government agency need to be buying a premium product like this in the first place?

Sometimes you can save money in the long wrong by buying an actual premium product that is well made and lasts a long time.

vs some cheap shit that wears out quickly and ends up costing more in the long run.

There is that. In my experience Nike isn't one of those products. I've had much better success with Under Armor, for T shirts anyways.
