I don't know a lot about the situation, but I think I've heard that the different areas are often at odds politically.

This particular split does not reflect which parts are at odds with each other. It lumps San Francisco and Sacramento with the State of Jefferson counties. It puts the San Joaquin Valley together with San Diego. In gerrymander terms, it is 'splintering' the red votes. At best, NorCal will be a lighter blue and SoCal might be purple.
