There may be some indirect connections. I bet the reason they found him now, when he's been wanted for a while, is because interest in him spiked after his brother made the news.
Suddenly the cops considered him a priority.

Also, could this hint at sexual deviancy in the family? Possibly affecting the brothers mental stability?
That's pure speculation on my part, but possible.

That's extremely plausible. Could be something he said or did while they were investigating also piqued their interest. More than a few people are sunk by their willingness to talk to the police - even innocuous statements can come back and bite you in the ass.

Somewhat plausible. Genetics sometimes can determine these things.
