The patient was not suspected of any crime, so a warrant or arrest was not an option. The cop actually wanted the blood to protect the patient. The patient was a reserve officer.
Still that was a very stupid and aggressive way to handle it.
If he reacts to red-tape with violence, maybe he shouldn't be walking around with a nightstick and gun.

I can never understand how the officers involved always seem to obviously walk into these situations unaware of the potential consequences. Why not just get a warrant or place the guy under arrest?
