Whether it is dishonest is an opinion, not a fact.

So because we don't know if Trump actually believes it, it is not propaganda? I'm confused.

And how is the president not the state? Is he not the head of state?

Even if you think that all major news sources are pushing a political point of view, the difference here is that those news sources are not reporting on themselves. This is something that has been set up by someone to report on themselves, someone who just happens to have a very good reason to push a political point of view.

He still has all the privileges of a private citizen. He can do things as himself, rather than as President. Reelection campaigns, for example, are private undertakings.

Actually it's probably exactly like a campaign ad, legally speaking.
