its logical to have voter id but any hoops to jump through to get it is a poll tax and unfair for those who dont trust the government. its gotta be forceful in some way on receiving a government id not on getting one.

as for 15, thats quite a conclusion to jump to. nobody but the most extremely partisan would tolerate that and they would be overwhelmed in the next election. unless they start forcefully rejecting the validity of elections, i'm not worried about becoming a one party state.

Likely they want to pass something that would normally seem extreme, so I'm betting this bill was shoveled out there to desensitize people. Once this fails and they introduce what they wanted to do in the first place, people will be like "oh well it's not as bad as H.R. 1"

maybe but they'll have to have something really creative to get around that whole unconstitutional bit. maybe if they make id's illegal or something.
