They were not pepper sprayed. The ground was pepper sprayed. They were told from the start to stay out of the street and that that would be strictly enforced. If you can't follow reasonable laws after agreeing to follow reasonable laws, you have nothing to complain about when law enforcement puts a smackdown on you. Additionally, blocking public access like streets has always been denied the classification of "peaceful assembly" because it is not.
