1) not all accidents are the result of someone ignoring the traffic rules. Many times it's the person slamming on their brakes because the light is yellow (clear the intersection) and they don't want to trip the camera so the person behind them has to also slam on their brakes. All it takes is someone having a slower reaction time to trigger a wreck.
2) Not everywhere has public transport or Uber available. Those are pretty much confined to urban and suburban areas.
Not urban? Not subrban? Seems like a very light traffic situation. Again, drivers are either failing to maintain a safe interval or they're speeding. These are basic rules in every states drivers manual.
If they can't follow the rules they shouldn't be driving.

The accidents are the result of drivers who ignore the traffic rules. If a person is mentally incapable of following rules so simple as those for driving, then that person should buy a bus pass or meet a new pool of friends: their local Uber drivers.
