It's simple: You try, convict, and execute people doing this under sedition laws. Given the Mueller report on how the Russians supposedly tried to foment dissent and division during the election, you might even make a case for treason.

After the first execution, things will "get real" and they'll stop. They'll cry and whine but they'll stop.

I would imagine that a non-NPVIC state's Governor would sue to stop the ratification of the election until the USSC could rule on a clearly unconstitutional action.

Okay, I suppose that might work too. Unfortunately, that doesn't really stop the behavior of trying to do unconstitutional things that people know from the start are unconstitutional.
