So, she randomly runs into Mr. Pruitt in a restaurant, just happens to have a list of talking points and a speech written, gets someone to record it, and then just happens to have the time and software to put together scrolling text in a video editor.

I may be a bit too cynical most of the time, but this appears to be an obvious case of astroturfing. I cannot see this being a grass roots, spontaneous action by a concerned mother.

I didn't see where it said the encounter was random. I just assumed they knew he dined there and were ready for him. Bringing the baby along as a prop, too...

No, but the article mentions "a member of the public", calls it an "encounter" and an "incident". The wording is specifically meant for you to draw that conclusion. At least in my cynical mind.

As a conservationist, I have no love lost for Scott Pruitt, but this is not good. This is only going to end badly, or it is going to make politicians into reclusive like some untouchable noble or aristocrat. Private rooms, private, no public allowed restaurants, etc.
