The president of the Duma, Rodzianko, requested an audience with the tsar and told Nicholas tactfully that the country wanted a new government and that the empress was universally hated and must be stripped of all authority.

Rodzianko claimed the tsar put his face in his hands and asked him, “Is it possible that for twenty-two years I tried to act for the best and that for twenty-two years it was all a mistake?”

To which Rodzianko answered “Yes.”
