All this law does is garner votes for some lawmakers. If you do a cursory examination into Louisiana's wide range of mental derangements, you'll understand how this law came to pass. The lawmakers already know that the law wastea time and money, but the benefit it gives them in votes is worth it, Besides, it'll stop the idiots who think it can work from pestering them :-)
