I guess manufacturing multiple level of performance line CPUs is too expensive to fabricate, so might as well just make one chip that can be gimped on demand.

They basically do that to produce odd-numbered processors, but that was largely a way to monetize defective quad-cores.

This seems pretty horrible. You buy a chip, but now need some kind of license number or private key to enable all the instructions? Are the instructions for all VMs you run on the chip? Will Intel force you to pay per VM that uses hardware virtualization?

I hope AMD doesn't go this route; more reason to buy EPYC.
