So it would be possible to put some sort of short range jammer under my bumper. No more tailgating. No more high beams in my rearview.

These days it seems wise to assume everything is hackable if you have enough resources behind you. Perhaps you don't have those resources, and those who do will probably want to squash behaviors of greater significance than merely tailgating and highbeaming.
