I could see this. Maybe it's feasible to longterm fly drones using low energy that could collect particulates. Something else could retrieve the haul, boost energy, perform repairs to the collector, and return with the salvaged smog.

If it becomes highly profitable to extract carbon out of the air, then business will rush in to make money.
Combine with the rise in clean energy, and we might be ok.
