Russia hypersonic weapon likely ready for war by 2020

Saying "ready for war" just seems a little provocative to me. I feel like for anybody else they'd say it's ready for deployment, ready for action. But Russia means war by default.

The Russians have always been very good at missile systems and torpedo systems. Their aircraft have had very good performance as well. I suppose it is really only the electronics that the west does better.
