I'm not immediately concerned about pulling water out of the atmosphere - naively you get dryer air, which should more readily take up water vapor later. Cloud seeding also happens naturally via certain bacteria and above rainforests for example.
I am concerned about dumping heaps of silver iodide into the atmosphere via a very artificial process - though China would probably view that as a minor addition to to their ground/air pollution cocktail.

i'm curious what the long term effects of pulling water out of the atmosphere are. i suppose our grandchildren get to find out like we get to find out what happens when you deplete the water table.
