Yeah, I was wondering about that. It mentions the tiers. Is that kinda like the order of importance? so like if someone of higher tier requests a site same time as you, they get it first, or do they get it faster? maybe a little of both

This is my ISP. Not an issue for me personally because I don't participate directly. This seems overblown though, because it's not a direct consequence but indirect because of the service tier changes as punishment.
