Brazil was talking about doing something similar after the initial Snowden leaks. Simple things like "emails from one Brazilian to another Brazilian will never leave the Brazilian endpoints" makes way too much sense that every country should be able to offer email services that do just that.

Simple things like "emails from one Brazilian to another Brazilian will never leave the Brazilian endpoints" makes way too much sense that every country should be able to offer email services that do just that.
Not a bad idea in my opinion, having an additional option or even an "internet arms race" can generate innovation and potential greater democratization of the internet.
