That seems to be the normal way in at least some of Russia.
I've seen wide sidewalks here, but much less often, and usually they have bollards or something that will prevent vehicles and/or bicycles.
I like wide sidewalks in high traffic areas. All it requires from a design point of view is a couple spikes or poles.
Spikes are more fun and rewarding.

It doesn't excuse driving on a sidewalk, but, whoever designed the sidewalk ramps (and the sidewalks themselves really) to be big enough for cars to drive on them is a fucking idiot.
