i really did't even know LA got a team again. How long has this been going on?

They got two teams now. The Rams came back last season from St. Louis.

Teams moving cities is so confusing and unthinkable for European sports. I don't get why they don't just start a new team if they want to move.

an additional reason why they are very hesitant to expand is due to how perfectly the scheduling and divisions work out with a 32 team league with 16 regular season games. if they added 8 teams and 2 weeks to the schedule, it could find a new balance but 8 expansion teams would destroy the parity in the league and adding to the schedule is about the number one thing the players' union won't tolerate for safety reasons.

personally, i'd like a euro style promotion/relegation system so that there is a more viable minor league but that would be impossible to set up at this point.

Expansion teams are rare these days. Because the owners make most of their money of national TV contracts, they don't want to split the pot with yet another owner. I should've linked to this article instead: The Chargers Are a Case Study in Whether an NFL Team Can Survive Without Fans
