That's not my understanding.
The Falcon 1 was retired and I don't believe there are any plans to revive it.
The Falcon 9 is the smallest rocket they will be using in the future.
My understanding differs. They probably pulled the plug on Falcon 1 because it was too expensive per kg put into orbit. Falcon9 is more efficient.
The Falcon 1 was just a stepping-stone, they always planned to retire it. Though they did toy with the idea of making a variant to fill the roll that RL has stepped into.
When I said they were 'neglecting the small', I didn't mean the small loads, I meant small rockets.
SpaceX wants to launch reusable Falcon 9s or larger, due to payload/profit. But larger launches with multiple payloads does not serve all purposes. Sometimes a small rocket is the ideal choice, and Elon doesn't have any, and isn't interested.
Elon isn't neglecting the small, he tries to go bog soon, but the small launches are still the main business.
