Maybe if you start out with a certain number of ones on the table, then let them see you pull one away if something goes wrong.
That would make the server hate you.
I doubt it. The motivation to do well disappears once they have the reward in hand.
Any who would still give the same service, would have anyway. Any who needed to be tipped to be willing to provide good service, will stop once they've been paid, and know there's nothing more to be gained.
