Saying there's trace amounts found is to be expected as just about everything post 1945 and especially the 50's contains trace isotopes from nuclear testing.
Its unsurprising that they were able to find (strontium 90, cesium 137 or iodine. The article doesn't say which) that could be traced back to Fukushima. But an increase from 0 to 0.00001 is still a "detectable increase" If not misleading.
